Small business leaders are still waiting for the Welsh Assembly Government to develop a commercially-focussed science policy in the wake of recommendations made in an Assembly review five years ago.  A plea has gone in today for small firms to be awarded more public sector work contracts. The Federation of Small Businesses said that the nation's small businesses are failing to secure a larger proportion of the multi-billion pound market in Government goods and supplies.  Small business leaders in Wales have slammed the banking sector saying a quarter of its members are dissatisfied with the support offered by their high street bank, and that throughout the duration of the recession small firms have faced difficulties in accessing finance and credit.  The Federation of Small Businesses (FSB), today (22 June) welcomed many of the measures that the Chancellor has announced in the Emergency Budget, but expressed concern that rises in Employer National Insurance Contributions (NICS) were not completely reversed. The FSB is pleased that the Treasury has listened to concerns about hiking Capital Gains Tax to 50 per cent, and has chosen instead to increase it to 28 per cent for those on the highest incomes.  The election result has left small firms lacking confidence in the economy and many will not be looking to growth, a snap poll by the Federation of Small Businesses (FSB) shows.
